Rawalpindi is in Punjab, so restaurant bills here carry Punjab sales tax on services, collected by the Punjab Revenue Authority (PRA). Since 1 July 2026 the rate depends on how the customer pays: 16% when the bill is paid in cash and 8% when it is paid by debit or credit card, mobile wallet (JazzCash, Easypaisa and the like) or QR code. PRA also announced in August 2026 that restaurants can no longer issue handwritten receipts.

At a busy counter on Murree Road or in Saddar, that rule causes the same mistakes again and again: the bill is printed at 16% before the customer pulls out a card, a wallet payment gets rung up as cash, or a table splits the bill and both halves carry one rate. The fix is to set the tax at the moment of payment, not when the order is taken.

2. Twin cities, two tax authorities

Rawalpindi and Islamabad share roads, customers and staff, and plenty of restaurants run a branch in each. They don't share tax rules. A Rawalpindi branch reports to PRA. An Islamabad branch falls under the Islamabad Capital Territory rules, which FBR administers, with different rates. Some housing societies near the boundary have parts on each side, so check which authority each branch is actually registered with rather than going by the postal address.
